The Prime Minister has just approved the Program of strengthening capacity and modernizing technical facilities for management of natural resources and environment of the sea and islands by 2030.
The objective of the Program is to establish a system of technical infrastructure, modern equipment and facilities, reaching an advanced level for basic investigation, observation, control and environmental protection and building a database on sea and islands to meet the requirements and tasks of integrated management of natural resources and environment of the sea and islands in the new situation, contributing to achieving the goals of the Sustainable marine economy Development Strategy to 2030, vision to 2045.
Accordingly, the main tasks and solutions to be implemented are: To enhance the capacity of observing natural resources and environment of the sea and islands; Strengthening integrated management capacity; investigation and survey; control of pollution of sea and island environment; investing in integrated database and information system, modernizing the general management of natural resources and environment of the sea and islands; investing in material facilities in service of basic surveys for units under the General Department of Sea and Islands of Vietnam; facilities for international cooperation, research on ocean plastic waste; facilities for storage and preservation of specimens and research on natural resources and environment of the sea and islands in the Central and Southwest regions.
At the same time, the next tasks are: Strengthening technical means and equipment for integrated management of natural resources and environmental protection of the sea and islands for provinces and cities with sea; diversifying forms of cooperation between the private and state, domestic and foreign countries to strengthen the capacity of observation, investigation, survey, research on marine science and control and protection of the marine environment; strengthening coordination among ministries, branches and localities with sea in the process of implementing tasks and projects to ensure information and data sharing; maximizing capacity, experience, means, equipment in coordinating to perform tasks and projects under the Program.
Funds for the implementation of the Program shall be allocated from the state budget, ODA funds, foreign aid and other lawful capital sources as prescribed by law.
